In French language: Welcome Certificate(to invite)
Tama ba? Hirap i translate, huuuuu!

I m still off from morning work until Feb 3, so I told Michel we will visit few French Govt Offices.

"To do what?!!!!" sigaw ni Lolo!Loko, he doesnt want to be disturb in watching African football games!!

"One. I would like to ask informations about my naturalisation française;as the law in France changes every minute, I might as well move my butt now...
Two, I would like to ask information how can we invite Lorraine to visit France this summer.
Three I would like to secure the Carte Vitale (health cards)of Marghie and Anjo;"

Ah! sabi Lolo.

We took a tram, and went first to National Health Service in Nice Center. The lady said, if you can provide us their BC (translated in French)and Carte De sejour(residence card), we will send you their health card by post.Okey, okey...
Transaction finished in 30minutes.Carte Vitale will be send by mail.

Next, we went to Cityhall of Nice. I inquired for my citizenship. They said I must inquire at Prefecture(Immigration)I said to the lady, it says in the internet to inquire at Palais de Justice.Lady said:"Then go at Palais de Justice!!"
Ganun sila ka frank, when they are caught that I been inquiring in the net,...
You see, French are always right. And they can prove it...Daw!
We went to Palais de Justice.(read as: Paley do Justis)

Girls,It is a court house...Cases were going on when we entered... with lawyers in black robe with white scarves...roaming around the halls.

Under neath their robes, one wears jeans! Quelle scandale. And they call themselves lawyers...

Anyways, back to topic...

We went in, the guards scanned us of dangerous weapons ,(feeling going in sa plane, lol)then we approached the lady in the counter to inquire and she said:

"You can pass your applications after the 4th year of marriage, not before!"

"Is it possible that I have the lists of requirements and come back here after our fourth year of marriage (August 2008)?"

"No, come back in August."

Ngek! She is not really a help eh? What does it cost her to give me the lists of requirements!!!
Or baka, thats the policy. she must be thinking, "we'll never know, divorce ka na before August!!!"
Ganun? Grrr, and Grrrr!

We went next to Attestation d'Accueil. We were met by a 40's man, lead us to his desk and asked as:

"Tell me all your purpose of visit?"
Michel: We would like to ask infos about inviting my wife's daughter.
Man: How old is her daughter?
Michel: 24 years old.
Man: Ah, because if she is a minor, she will be passing by regroupement familial.Ok, I have here the lists, but I have to interview you both first."

He took a file, highlight the important marks on the paper and asked(or interogated) us:
(Michel's answers are in itallics.)

"What nationality are you Monsiuer?"
I am french, born in Monaco, my wife is a filipino.

1. Are you a home owner or renting a place?
We own our apartment.

2. What are your source of income?
Madame works in Monaco, I am retired.

3. Ok, I need the exact figures of income.
----€/month for Mme and ----€ is my monthly retirement pension

4.I need the proof of this by 6months payslip and 6 months pension statements of accounts. Ok, its in our files at home.

5. How many rooms is your flat and what size in sqmtrs?
3 rooms. Two bedrooms, one living room, 87 sqmtrs

He kept on noting Michel's answers in a file...

6. How many are you in the house?
We are four.
7. Ah, very good because the law requires that at least 9sqmtrs each person can live in a flat .Your flat can fit 8person!!!
Thank you.

8. Is your flat full paid, and do you have certificate of difinitive ownership? Yes, the lawyer gave it to us since year 2000.

9. Do you have your tax revenu year 2006 ?
Yes, we have.
10. The person to invite, we need her passport copy and her complete adress.
Ok, she got her passport ready.

11. Lastly, the processing fees, 45€ stamps to be bought only at Tax office. If you have all the documents ready, we can process it as possible as you want. Do you like to take an appointment to pass all documents needed.
Ako na sumagot, yes, when?

12. Appointment is: Feb 5, at 130pm, both of you must be present, bring all originals and photocopies.

13. When do you plan for her to come?
We would like her to come in France on summer.August, as I am off from work How long is the whole process?
14. Normally, two months. We can take all complet documents, Our staff will visit your home, and then we would pass the papers to the embassy. Around August, it would be fine. But this 45€ fees is not refunded if she is denied of a visa for what ever the reason we find valid for her not to have a visa.
(Michel starts to open his mouth to complain: what a joke, I pay that amount and she will not have her visa? but I hold his hand, lol)

16. She will pay also her travel insurance 100€ and visa fees 100€ at French embassy in Manila, as required by the state, because she is travelling as a tourist.

Now, seems all your documents are ready to submit, I will confirm your next appointment.
Fev 5, 130pm.Okey?
Okey.
We shook hands. Au revoir... When we were in the street, I thank Michel for inviting my daughter.
He said: "If I dont, you will torment me for life! You will cry: "You dont like my children, you dont care, blah blah blah...etc etc "

How did he know hehe?

Girls, sana ma approve si Lorraine. So that she can see France.Afterall, she is not staying, she will come back because of our business, Internet Shop.

Is there anybody reading my blog who did this invitation in France and was approved?
Or denied, for what reason?

I dont know if I just lower my expectations on this. Will she have her visa to visit France? If we dont try, we dont know...

Abangan...

Ps: sorry haba ng post na to. Eskayted lang ata?

Ang daming requirements huh? Hope that she gets approve. They are much less customer service oriented in Europe. Customer service absolutely sucks. Good luck!!!
Hi,im coming from lisbon,portugal.
your post today made me curious as im having the same problem w/ my two other sons in Mla, like your daughter loraine they are no longer minor and one of the two was already denied twice by the portuguese consulate in mla.even if he has all the required documents from us.
By being citizen in this country did´nt help me bring my children here hangang sa nag over age na sila.
I dont want to discourage you with my experience but i think you are on the right track by doing the processing the papers first in France.
I will try to inquire and do the same way as you are doing now, cause from here, when i inquired last from the immigration,i was told that the processing of visa must be in mla not here. all they(the kids) need from us is our income tax statement, proof of house ownership and statement of responsibility that we´ll be responsible for them when they come.

Best of luck to you!!
sus, ang dami ng changes..

1. before, 2 years lang ang waiting time to get the naturalisation yata if you're married - so i need to check that out too!

2. proof of address - dati 3 months lang

3. domicile - they even asked us for our house layout, an official doc from the mairie

4. but they didn't visit our house

my parents were able to come year 2006. what they told me is that, mas mataray pa daw ang mga pinoy sa embassy, so they kind of go to the window kung saan me french (there were 2 windows daw, one with pinoy, another with a french stagiare - punta sila sa french hehe).

i think it would be good if lolo michel could write a motivation letter to the embassy in manila, attesting that lorraine will definitely go back to the phils.
onga maryann, pero di bale, basta get what I want, the rest(their attitudes) doesnt count anymore!lol
like the Italians, ciao! basta!
haha

Aura, yay!
Kung wala ka source of income, I can understand!
I think, you do what I did, inquire in city hall where you live. Malay...
Sabi ko nga, if we dont try, we dont know!
balitaan mo ko ha?

Ana, four years daw talaga ang citizenship by marriage, huhu
and must have proper comprehension with the language(reading writing speaking, waaah)

then yun nga, 6 months paylips!
6months proof of water or electric bill!

with bibisita sa bahay, if me and lolo still live together siguro!

Basta, false hopes against high expectations na to, bahala na.

as usual, if we dont try, we dont know, hehe
Hi Francesca! I've long been an avid fan of your blog, but this is the first time that I shall comment. ;-)

My husband (who is also Illongo btw) and I applied for French/Italian visas 2 years ago in Tokyo, where we are based. Our point of entry was Italy so dun kami kumuha. Grabe, they were soooo anal! Hahaha! They really put us through the wringer! But in the end they gave it to us. Buti naman kasi honeymoon namin yun. Hehehe. ;-) But generally, the feedback from our pinoy friends who've applied for French visas from Tokyo has been generally good. Dapat daw dun na lang kami para wala daw tanong-tanong. weird how it varies per country no?

I hope that your daughter can come and visit you!
Hi Francesca, kumusta na? How exciting naman. I hope Lorraine can come and visit France this summer. Good luck!
They have changed a lot because the governement is now Under Sarkozy rule. We have invited my Mom to come to assist me before my due (Mayumi) she came after one week of delivery ! Bakit ? French Embassy in the Philippines was asking my Mom to furnish them a copy of their marriage certificate which is not even included in their requirement !! Can you imagine the hassle and waste of time! The marriage certificate of my parents has nothing to do with my accouchement! My husband made an overseas call for that same bulls**t of government services, ma pinoy, ma pranse basta nagtratrabaho sa gobyerno !
hello ate amy!im back !i hope ma approve yung application nyo kay loraine for a tourist visa.

good luck!
Good luck to your daughter.

God Bless
good luck! good luck! yes, madami requirements, but at least they are all written down. and i am sure you will be very careful in working on the requirements. when she comes--ang saya saya!
My gut feeling ako si Lorraine ma apporve!

The law changs all the time. when did your husband applied? and how many times did he invite friends and mother?
My children via regroupement familial paid 100€ (6200pesos) each.

your husband must have some connection with the mayor, because some here in nice and Beausoleil applied, married also to a french, were denied.
i wish my lorraine had same luck as your husbands's friends.
you are very lucky to have an open-minded husband. it goes to show that he really loves you and of course, your children.

i hope lorraine will be granted visa. she can use your business as a reason to come back home. i think that's what the embassy needs first and foremost - reason to return.
Hello Madamme Francesca and to all fellow kababayans here. You know, i am so glad i came upon your blog. Nakaka aliw!!! By the way, my name is krissy. A transexual and a former japayuki. I have a french bf who is also getting an attestation d'accueil for me. He's 31 and a teacher in paris. He lives in malakoff. i just faxed him my passport copy last week. He said madami pa daw achuchuchu kailangan kunin dun. We are together now for a year.... You know via internet. He visited me last august and he wanted me to see france this summer din... like your daughter.
Di naman ako atat pumunta dyan pero when i saw how beautiful france is, naging eager din ako slight. He bought me books about france kasi when he went here.
Kinakabahan tuloy ako sa embassy dito. I read a comment na mahigpit daw dito. I'm pretty positive na makaka visit si lorraine dyan. Lalo na kasi anak mo. Eh ako jowa lang.
I have a friend naman may sister sya sa Germany... Same process din pero nakapunta. I hope makapunta din kami ni lorraine (sayang din kasi yung fee sa embassy noh! at wala din ako balak tumakbo)....To see how beautiful france is...maganda ba talaga? Pinagmamalaki kasi ni nicolas(my bf) yung bansa nya eh.
Maybe we can all have coffee in paris oneday. hahaha! hay naku krissy, gumising ka!!!!

Or maybe magkausap kami ni lorraine so i can ask her some advice kasi for sure mauuna sya mag apply.

Ok, hope to hear from you.
God bless all the women and semi-women all over the world. Ciao :)
